The Cognitive Warfare Agency (CWA) is an independent research and innovation initiative focused on understanding the rapidly evolving landscape of cognitive warfare, information operations, and AI-enabled influence.

Our work brings together insights from cybersecurity, artificial intelligence, cognitive science, behavioural psychology, strategic communications, and Bharatiya civilizational thought to develop practical frameworks for strengthening cognitive resilience.

We believe that future conflicts will increasingly target attention, trust, perception, and decision-making. Building resilience in these areas is essential for national security, democratic institutions, and an informed society.

A Vision Years in the Making

From an idea to an institution—driven by research, shaped by purpose, and committed to strengthening cognitive resilience

In 2019, the vision for cognitivewarfare.in - was conceived as a virtual platform dedicated to exploring the emerging domains of cognitive warfare, information warfare, artificial intelligence, cybersecurity, perception engineering, and strategic technologies.

What began as an independent research initiative evolved through years of continuous study, experimentation, and engagement with experts across technology, academia, policy, and national security.

After nearly seven years of research and refinement, this vision took its next step.

In July 2026, the initiative was formally established as the Cognitive Warfare Agency (CWA) Pvt. Ltd. (OPC)—a research-driven organisation committed to advancing knowledge, developing practical frameworks, and building cognitive resilience for Bharat and the global community.
Today, CWA serves as a platform for interdisciplinary research, strategic collaboration, policy innovation, and capability development at the intersection of technology, society, and national security.

The Cognitive Warfare Agency is the brainchild of Devsena Mishra, a promoter and technology professional working at the intersection of cognitive warfare, artificial intelligence, cybersecurity, influence operations, and strategic technologies.

With experience spanning technology leadership, cybersecurity, entrepreneurship, and research, Devsena has spent years exploring how emerging technologies are reshaping the cognitive domain and influencing societies, institutions, and national security.

Her work focuses on developing practical frameworks, conducting interdisciplinary research, and promoting ethically grounded approaches to cognitive security. She is also the creator of several CWA initiatives, including the CIVE Framework, SaCyCo Framework, Hanuman Kavach, and the Bharatiya Cognitive Security Framework, RTA (Revolution in Technology Affairs), all aimed at strengthening cognitive resilience through research, innovation, and collaboration.
Her vision is to establish CWA as a globally recognised research institution that bridges technology, policy, and strategic thought to address the challenges of the AI and information age.
